The MIREMPET (Ministério dos Recursos Minerais, Petróleo e Gás) — the Ministry of Mineral Resources, Oil and Gas — is Angola's principal policy-setting body for the petroleum and mining sectors. Under Minister Diamantino Azevedo, MIREMPET sets strategic direction for Angola's resource industries, coordinates with the ANPG on concession management, and interfaces with international stakeholders on sector governance.
Minister Azevedo has been a prominent champion of the Kaminho project. He presided over the first steel cutting ceremony at the Ambriz yard and described the event as "a turning point for the Angolan oil industry," adding: "This is the first offshore development in the Kwanza Basin, an area that, despite past challenges, now has a promising future. The Kaminho Project brings new life to the basin and will undoubtedly encourage further exploration investments."
Policy Priorities
MIREMPET's strategic priorities relevant to Kaminho include: maintaining national production above 1 million bpd by 2027 (the Kaminho 70,000 bpd contribution is critical to this target), opening new petroleum frontiers in the Kwanza Basin and Namibe Basin, maximizing local content in petroleum operations, promoting environmental best practices including zero routine flaring, and attracting international investment through a reformed regulatory framework and competitive licensing terms.
